- Pat the beef pieces thoroughly dry with paper towels and season them generously with salt and pepper.

- Stir in the uncooked rice, breaking up any clumps with your spoon, and ensure the rice is mostly submerged.
- Cover the skillet with a lid, reduce the heat to low, and let everything simmer for 18 to 20 minutes without peeking.
- While the mixture simmers, whisk the cornstarch and water together in a small bowl until smooth.
- When the rice is tender and most of the liquid is absorbed, stir in the cornstarch slurry and cook uncovered for 2 to 3 minutes until the gravy thickens.
- Stir in the frozen peas if using, and cook for 1 minute to heat them through. Taste and adjust salt and pepper, then transfer to serving bowls and garnish with fresh parsley.
